Description

You will lead Oscar's external campaign and coalitions strategy, managing a third-party vendor to build and operate a national coalition aligned with Oscar's policy and advocacy objectives. You'll translate complex healthcare and technology policy issues into coordinated advocacy initiatives among diverse stakeholders.

Requirements

  • Bachelor's degree or 10+ years experience in government affairs or stakeholder management at state/federal level
  • 5+ years experience managing a function critical to federal or state campaigns or advocacy
  • 5+ years experience providing strategic counsel to senior executives and C-Suite
  • Knowledge of healthcare industry with focus on commercial payers, individual market, or ICHRA regulations
  • Experience building or managing a national coalition, trade association, or multi-company advocacy initiative

Responsibilities

  • Design strategic framework for external coalition including mission, membership, governance, messaging, and policy priorities
  • Manage third-party coalition vendor: set agendas, performance metrics, milestones, budget, and deliverables
  • Integrate coalition activity into federal and state advocacy strategies with Government Affairs and Public Policy teams
  • Position coalition as leader on priority policy issues through coordination with think tanks, trade associations, and aligned organizations
  • Analyze legislative and regulatory developments to inform strategy, identify opportunities, and mitigate risks
